Rosarito Beach to help English-speaking visitors

Rosarito Beach will open a mediation center next month that will allow English-speaking non-Mexican nationals to air complaints against businesses.

Mayor Hugo Torres announced the court Tuesday, which was authorized by Attorney General Rommel Moreno. An opening day for the court has not been set, but authorities want it up and running by next month. It likely will be located in the Pabellon Grand shopping center. The Spanish name for the program is Centro de Justicia Alternitiva.

Authorities said most transactions go smoothly, but the center is a step to assist the large (and financially lucrative) English-speaking population who visit or live in Rosarito Beach.

“We have an estimated 14,000 expatriates who live here and about a million tourists a year,” Torres said Tuesday in a news release. “This action by Attorney General Moreno is a great step in resolving amicably any disagreements between them and local businesses.”

Unlike courts where written documents in Spanish are required, complaints at the center can be given orally and in English. If the mediation center cannot bring the two sides together, the complaint would then move on to traditional Mexican courts.

“This will make it much easier for non-Spanish speakers to have their complaints heard and at no expense,” Torres said.

Areas of possible complaint include disagreements over charges, payments or failure to perform agreed upon services. These can involve not only retail disagreements, but also real estate and professional services.

The center is the latest step by Mayor Torres to burnish the image of Rosarito Beach, damaged by fallout from the ongoing drug war centered in nearby Tijuana and chronic complaints of corruption among police, other officials and some businesses. Tourism to the area has dropped in the past two years, with additional bad news coming from the spring’s outbreak of H1N1 virus (swine flu) in other parts of Mexico.

Since Torres took office in 2007, Rosarito Beach has created a tourist district police force, a tourist assistance bureau, and 24-hour-a-day ombudsman to deal with complaints.

ROSARITO BEACH, BAJA CALIFORNIA, MEXICO—Known for decades as one of the hot surfing spots on the West Coast, Rosarito on Sept. 27 will add another popular beach activity to its attractions with a sand sculpture contest.

Baja Sand 2009 will be held from 10 to 6 p.m. that Sunday in front of the Rosarito Beach Hotel. The exhibition and amateur competition is a prelude to the first full-scale sand sculpting competition which is scheduled for May 2 of 2010.

Half of the profits from the 2010 event will be donated to the Rosarito Boys & Girls Club.

“We’re very excited about this inaugural event and think it’s a perfect fit for this city with its miles of beautiful coastline and tradition of artistic creations,” said Rosarito Mayor Hugo Torres.

The creation of elaborate sand sculptures is a popular event on beaches throughout the world, including an annual competition in Imperial Beach which attracts some of the best global teams and hundreds of thousands of fascinated spectators.

Raul Aragon, Rosarito’s delegate from the Baja State Secretary of Tourism office, an organizer of the event, said that planning has been going on for month to make Baja Sand 2009 a memorable and successful attraction.

The event will follow by one day the 30th-year edition of the Rosarito-Ensenada 50-Mile Fun Bike Ride, which attracts thousands of riders, and the same day as the Rosarito chamber of restaurants annual steak and lobster festival.

“It will create an incredible fun-filled weekend here,” Aragon said. “Both longtime fans of sand sculpting and those who have never seen this incredible activity before will have an amazing day.”

Although this event is an amateur competition Archisand, one of the top teams in the world, is being brought in to give an exhibition the day of the contest.

Archisand, a team of architects and craftsmen, was founded by in 1989 by Greg LeBon. It has won the 10-man division of the U.S. Open at Imperial Beach six of the past nine years. More than 300,000 people attend that annual competition.

“People will be amazed at what Archisand and create from simple sand,” Aragon said. “It truly does qualify as exceptional sculpture.”

To help amateurs prepare for this year’s competition, Rosarito sand sculptor Raul Ocegera will give workshops this Saturday and Sunday from 9 to 1 on the beach in front of the hotel.

ROSARITO BEACH, BAJA CALIFORNIA, MEXICO—On Sunday, August 23, 2009, eight Rosarito Beach-area residents were treated to an afternoon at San Diego’s PETCO Park, courtesy of the Padres Foundation and in conjunction with an ongoing public affairs project, “Rediscover Rosarito”, led by Emerson College students and faculty. The students, aged 13 to 18, enjoyed a memorable experience while serving as cross-cultural ambassadors for the Baja community.

Rosarito Beach Mayor Hugo Torres expressed his gratitude to the Padres organization for hosting the group, providing their tickets, and presenting them with souvenirs.  Both Torres and the Padres envision the event as the first step in a long-term partnership: “There are many Padres fans in Rosarito Beach and there will certainly be many more.  We very much look forward to continuing to develop interest in both the Padres and in our beachside community, which is only thirty miles away from San Diego,” he said.

”The Padres were delighted to serve as hosts,” said Alex Montoya, the Padres Director of Latino Relations, ”and show how baseball in a beautiful ballpark is tremendously fun, especially for the children present. At the same time we look forward to speaking more with officials from Rosarito and exploring more things we can do in that city and how we can make their visits to PETCO Park even better.”

The event was organized by Rediscover Rosarito, (http://www.rediscoverosarito.org) a public affairs/public diplomacy project led by Dr. Gregory Payne that is dedicated to the community of Playas de Rosarito, Baja California.  Established in 2008, the effort is run by a grassroots coalition of graduate students from Emerson College in Boston and local Rosarito Beach leaders and supporters.  Its mission is to mitigate the effects of a steady stream of bad news and inaccurate reporting coming from Mexico and restore Rosarito Beach’s image as a safe, secure, convenient location for tourism, retirement and investment.

The afternoon was spearheaded by Emerson Masters in Communication Management candidate Jeffrey Werner, who worked closely with Rosarito-area leaders, “I was personally excited to have helped build a much-needed bridge between the municipality and the Padres, in addition to the obvious pleasure of sharing the event with the students themselves.”  He added, “I look forward to similar future endeavors with Mayor Torres and his staff.”

Emerson School of Communication Dean Janis Anderson also expressed her support for the project. ”It is always gratifying to find our students utilizing their Emerson education by applying it to a real world situation and using it to do their best to improve a particular situation.”

ROSARITO BEACH, BAJA CALIFORNIA, MEXICO—Starting Sunday 10 local students will take a six-day filmmaking class led by an Emerson College professor who heads a project dedicated to conveying an accurate picture of the city in the United States.

Public affairs professor Gregory Payne will lead the class with the assistance of Michael McManus, an independent television and film producer. Emerson college students and alumni also participate

Campus MovieFest, the world’s largest student film festival, is supplying Panasonic HD cameras, Apple laptops, and other equipment for the local and high school and college students. The LA Program, a private international student exchange, also assists.

Payne and others donate their time for the class and there is no cost to students or to Rosarito. The hotel donates facilities, lodging and food.

During the intensive six-day class students will stay and study at the hosting Rosarito Beach Hotel while completing short films about Rosarito. Those will be shown Sunday evening Aug. 30 at Baja Studios, where Titanic and Master & Commander were filmed. read more »

ROSARITO BEACH, BAJA CALIFORNIA, MEXICO—Attorney General Rommel Moreno will open this September in Rosarito the first mediation court to hear complaints between businesses and English-speaking non-nationals, Mayor Hugo Torres announced.

The mediation court will function five days a week and will likely by set up in a suite in the large Pabellon Grand shopping center at the north entrance to the city. The opening day for the pilot project has not yet been set.

I woke up super-amped at 5:30 AM Friday, with visions of the south swell pumping along the coast and pelagics gathering offshore under floating kelps. I had a bear of a work week, having been in Palm Beach, Florida on Monday, Tuesday, Wednesday and then working long hours on Wednesday afternoon and Thursday. I was ready to get this baja adventure started!

Having already packed the night before, I effortlessly headed across the 10 to pick up Scott Hall, who was, likewise, packed and ready to go (except for his nine-foot jig stick which proved to be a pain in the butt by sticking out the shotgun window the whole trip! OK, so it wasn’t that bad and at least he got plenty of serious bendos with it, but next time eight foot rods are the max!)

We quickly loaded his gear into my Avalanche, knowing that we’d reorganize when we picked up Reid in San Diego. The goal was to sneak into North County before the morning commute got nasty and we managed to do just that. Along the way we were treated first to Trestles showing us a taste of the south swell and then Oceanside truly announcing the swell’s energy level in the form of exploding white wash larger than the waves’ faces. read more »

ENSENADA, BAJA CALIFORNIA, MEXICO—Government officials from California and Baja California met last week in this port city for the first Binational Forum of Mayors of the Californias.

Shared interests, dependence and friendship of the two areas were the main themes.

The Thursday and Friday session at the historic Riviera cultural and civic center was inaugurated by Baja California Governor Jose Guadalupe Osuna Millan, who noted that Mexico was the primary trading partner for California.

Representatives of Baja’s five cities as well as ones from Santa Ana, West Covina, Signal Hill, South El Monte, Redondo Beach, Fullerton, El Centro and Duarte were among those attending. read more »

ROSARITO BEACH, BAJA CALIFORNIA, MEXICO—Mayor Hugo Torres told an international law enforcement organization of the many improvements made in his city’s police force in the past 18 months.

“I ran for office because of the problems in the police force,” Torres told a July 9 meeting at the Chula Vista Golf Course of the International Liaison Officers Association, which represents Southern California and Baja agencies.

The changes have come with the support of the Mexican federal and Baja state governments, which are working together on fighting organized crime influence and reforming police departments, he said. read more »
